PM1032 - project management services to assist with the development of a long term M&E plan for the Palace of Westminster. Construction project management services. The Corporate Officers of the House of Commons and the House of Lords require the services of a firm of M&E project management team to assist in the development of a long term M&E strategic plan for the replacement of aging Primary M&E infrastructure & plant, 1st & 2nd level secondary services within the Palace of Westminster (PoW) for delivering alternative energy sources & resilience into neighbouring buildings within the Parliamentary Estate. The long term M&E strategic plan for the PoW forms an integral part of the 25 year Parliamentary Estate Wide refurbishment programme which will amalgamate other refurbishment & replacement requirements of the Parliamentary Estate The Long Term M&E Strategic plan will provide a holistic strategic costed programme, with options up to design stage RIBA B & C for: i) the refurbishment of the basement primary M&E Infrastructure and plant; ii) the fully integrated refurbishment of 1st level secondary M&E services within the basement of the PoW in conjunction with the Estate Wide 25 year refurbishment plan; iii) a review of the current capacity and condition report of the 2nd level secondary services throughout the PoW. The Corporate Officers of the House of Commons and House of Lords require the services of a firm of M&E Project Managers to undertake the duties set out in GC Works 5 inclusive of contract administration duties. The firm will be responsible for the phased delivery of the RIBA stage B & C and to work with key stakeholders as a part of the approvals process. The firm where applicable will be required to manage the tender process, ensuring all relevant parties are consulted/involved and offer support and be pro-active engagement when seeking solutions for the development of this complex long term M&E strategic plan. The Strategic plan commission is in three phases; i) information & justification analysis; ii) option appraisals; iii) detailed assessment of preferred options and business case development. And will attend to rationalisation of infrastructure & plant room, alternative sustainable energies, and resilience. Indicative outline programme is currently scheduled for six months. The firm of project manager will be expected to develop and manage a team structure including; Building services consultants, CDM coordinator, quantity surveyors, parliamentary estate directorate stakeholders & programme office and any other agreed disciplines. Subsequent phases of the programme will be subject to the operation of both houses, programme funding being available, funding approval being authorise, Board approval of the recommended programme direction and, satisfactory performance of the project management consultants. Should all these criteria be met the firm will be required to provide continued services through to RIBA stage L - delivery of the programme. The successful team will need to be aware of the environment, stakeholders, security issues, heritage issues and need to anticipate issues and not just respond after the event. The employer will expect the PM team to anticipate problems and provide options/solutions, with costed implications and notice of the effect on the duration of the work. They will be a key part of the evaluation team, assessing all bids for other works, good and services. They must provide professional value engineering expertise on the evaluation of option proposals and strategies and alert the Employer to the potential outcomes of following particular strategies or changing course at any stage. Other projects will be being undertaken, by other contractors in the same areas and this will need careful planning and co-ordination. The project management team will be required to anticipate difficulties and highlight any issues which could cause delays/additional costs and any possible efficiency savings. Summary of requirements: The Networks Team is part of the Information Systems and Services group based at Corsham, Wiltshire and are responsible for a small microwave radio bearer system in South West Scotland. Networks Team invites expressions of interest from industry for the maintenance and in-service support including 1st and 2nd line repair, system design authority post design services of the network based at 9 sites. This bearer network also supports connectivity for the MOD's IMM (international maritime mobile) VHF radio service in the locality. The maintenance and support of the IMM forms an integral part of the requirement. A repair service of defective items is required. Liasion with other MOD departments and service agencies will be expected. It is to include a call-out service for the fault investigation and rectification in working hours as a minimum with the availability of out-of-hours cover to support military operations. A high level of system availability is required. Management of obsolescence will be required and it is highlky likely that the significant technical refresh of the bearer network will be necessary.
