The Homes and Communities Agency (HCA) is seeking to procure a partner to assist in the delivery of a comprehensive redevelopment of the former Lancaster Moor Hospital Annexe site, off Quernmore Road to the west of Lancaster City Centre. The site consists of 2 parts, the Grade II listed Annexe (including Campbell House) and the parkland area, which is suitable for new build development. The project seeks to produce a high quality and sympathetic development within the setting of a listed building, along with sensitive restoration of the Annexe and Campbell House. It is anticipated that the project may consist of, but not be limited to the following elements: — Refurbishment and Restoration of Grade II listed Annexe Building and listed curtilage buildings for residential, commercial, office, retail, leisure, hotel, care/nursing homes, assisted living and food and drink facilities, — Construction of new buildings for residential, commercial, office, retail, leisure, hotel, care /nursing homes, assisted living and food and drink facilities, — Selective demolition, — New landscaping, — New infrastructure and utilities provision, — Management of site through delivery period. The contracting authority will consider adopting the principle of 'the buy now pay later' approach in relation to land sales and the potential funding of up to 3 000 000 (GBP) of infrastructure and enabling works. This early funding will require the works to be completed by March 2013 and the preferred partner to begin implementation of a detailed planning permission by March 2015. Ongoing discussions with the local planning authority acknowledge that phasing of the scheme will allow substantial development of the parkland area before refurbishment of the Annexe Building begins. This will form the basis of a revised Section 106 Agreement to be agreed with the local authority. In addition, the contracting authority is prepared to consider allowing the use of the land receipts achieved from the parkland area to assist in financing development costs of the Annexe Building through a 'development account'. The HCA is inviting interested parties to participate in a market testing exercise on the basis of the above and engaging with potential bidders to obtain views on the key aspects of the project. The HCA will use this information to inform the potential procurement of a partner to deliver the project. Those interested in the market testing should reply to Lambert Smith Hampton. After this time, the HCA will seek to consult with interested parties in order to formulate the approach to bringing the site to the market.
