Golden Lane Housing for itself and on behalf of Mencap as the leading providers of supported housing for people with severe learning disabilities is seeking service providers on a regional basis to provide a comprehensive reactive maintenance service comprising of day-to-day responsive maintenance, void property works, out of hours repairs and major works (kitchens, bathroom renewals and planned maintenance) to occupied and unoccupied supported residential properties, colleges of further education, residential care homes, garages, communal facilities, offices, farm and estate buildings and other commercial property and areas/open spaces for which it has landlord responsibility. The contract will be based on the NHF Form of Contract 2011 and utilising the M3NHF Schedule of Rates ver 6.1 pre-priced schedule of rates and will be let on an "all-inclusive" basis and is likely to involve work under all building trades. It is anticipated that gas safety checks, servicing, repairs and installations will not be required to be undertaken under the contract generally as a matter of course but nevertheless may be instructed on an occasional basis and so applicants must have the technical ability and capacity to carry out such work if and when instructed. Separate contracts will not be awarded for the individual trades (e.g. carpentry, plumbing etc.) encompassed within this contract. The service provider(s) will be required to provide a customer focused service and show commitment to providing effective services that provide value for money to Golden Lane Housing and its residents and must be responsive to achieve collaborative working practises, innovation and continuous improvement. The successful service provider(s) will be required to operate a 100 % repairs by appointment system [4 slots per week day and one on saturdays] and show a commitment to at least maintaining but also improving Golden Lane Housing's excellent performance in relation to customer satisfaction, best value and other local performance indicators. Golden Lane Housing will require the service provider(s) to provide dedicated staff to deal with day-to-day operations of the contract and employ predominantly local and preferably directly employed labour to carry out the work. The service provider(s) will also be required to provide, maintain and use modern, up to date ICT technology and business systems for the end to end management and delivery of the contract/service including a suitable and compatible direct IT link in order to interface with Golden Lane Housing's Active H repairs and housing management system, full and effective real time utilisation of personal digital assistants (PDAs) and possibly vehicle tracking systems. Notwithstanding that the works are divided into geographically based Lots for the purposes of this contract notice, applicants and prospective bidders shall be aware that the tender documents will contain a provision allowing Golden Lane Housing to award contracts for individual lots, specified combinations of lots or a single contract comprising of all lots, whichever is deemed most economically viable to Golden Lane Housing. Supply of ankle boots. This tender calls for the supply of three thousand (3 000) ankle boots, in one lot, for use by Police personnel, having the following specifications: 1. The boots shall be lined throughout and be made of water resistant smooth leather uppers with a stiff smooth toecap; 2. The outer colour of the boots including the outer sole must be black. The inner part of the boots may be black, grey or any other suitable colour; 3. The tongue shall be bellows type foam padded leather, flexible enough to allow pleating of same material without creating discomfort to the wearer. The tongue is to be stitched all the way up the top part of the boot shaft; 4. The internal height of the boot at heel end shall be between 130mm to 150mm; 5. The average thickness of the upper leather shall be minimum 1,8mm; 6. The boots shall be of the lace up style with not less than 4 pairs of lacing eye-lets, and not less than 3 pairs of speed loops at the upper part (total not less than seven pairs). Eye-lets/loops (plus rivets) are to be made of black rust resistant metal. Speed loops are to be riveted; 7. Lace is to be black in colour and of the tubular type (Heavy Duty); 8. Main seams should be minimum double stitched with a minimum average breaking strength of 18 N/mm; 9. The uppers shall be directly moulded to the sole to give durability and long life; 10. Boots shall also have reinforcement both in way of toe area and at the counter; 11. The upper end collar should be padded to afford comfort especially during bending; 12. The force required to separate the uppers from the sole shall be not less than 35kg; 13. The boots shall incorporate an insole made of suitable hygienic material of minimum thickness of 2mm; 14. A flexible in sock is to be included in the boots; 15. The outsole should be made of shock absorbing material which should be resistant to normal heat temperatures and also oil resistant. It must also have a pattern affording grip (cleated) as well as be non slip; 16. The outsole shall incorporate an integral heel which has an effective height of minimum 35mm; 17.
