DECC is a small department with a big mission. Our vision is of a thriving, globally competitive, low carbon economy. Our key priorities are to save energy with the Green Deal and support vulnerable consumers; deliver secure energy on the way to a low carbon energy future; drive ambitious action on climate change at home and abroad; and manage our energy legacy responsibly and cost effectively. To support this agenda DECC funds promising low carbon technologies where there are market failures. The department has ~£150m to spend on development and demonstration support for low-carbon technologies for the four year period to March 2014/15. This framework contract is seeking to identify 3 or more contractors to provide technical and programme delivery expertise to support the design and delivery of a number of low carbon programmes over four years from early 2012. The framework contract will be managed by the authority calling on suppliers to bid and engage in particular tasks and/or programmes for a period of up to four years with potential for extension. DECC is in the process of developing technology plans which will inform what technology areas the department will support up to the end of 2014/15. The types of technologies DECC has historically funded has included off-shore wind; marine; domestic/non-domestic energy efficiency in buildings; renewable heat (storage, pumps and networks); energy from waste and bio-energy; carbon capture and storage; hydrogen and fuel cells; and other technologies. DECC wishes to procure high quality innovation programme support services to assist with the design and delivery of technology development and demonstration of programmes (TRLs 4-9). The contractors will work alongside and report to a new Low Carbon Innovation Delivery team, which will comprise of approximately 8 FTEs. The contractor(s) will be required to demonstrate: o appraisal of options o designing schemes o launching schemes and assessing applications o negotiating complex contracts o monitoring project developments o engagement with experts/stakeholders on technical and delivery matters o evaluating programmes post completion o other areas of programme management — Experience of developing and applying a range of interventions against programmes to support technologies develop, such as grants, equity, loans and incubation. The UHB seeks to purchase a virtual operator application to support its operator staff in progressively handling the majority of its 600 000 internal switchboard calls, with the subsequent prospect of including a majority of the remaining 900 000 external calls. The application will require high quality voice recognition and auto-attendant functionality appropriate to medical facilities, services and departments. In addition the UHB may wish to purchase one, 2 or neither of the following options: Option 1 – appointment reminder service. An application with the ability to automatically provide a minimum of 600 000 outpatient appointment reminders annually.
