UK-London: bicycles
Provision of Bicycles, Cycling Equipment and Related Services and a Cycle to Work Scheme. The London Fire and Emergency Planning Authority (which runs the London Fire Brigade) intends to create a Cycle to Work Scheme for the benefit of its employees. The Authority is seeking expressions of interest from potential providers to award a contract to a single supplier to manage the ordering and administration of the lease agreement preferably through an online website facility and supply/collect the bicycles, cycling equipment/clothing. The Scheme is to be established in accordance with the terms of the Finance Act 1999 and the Income Tax (Earnings and Pensions) Act 2003. The Authority employs some 7 000 operational and administrative employees at locations within the Greater London area that the Cycle to Work Scheme will be targeted. The Authority requires that the ordering of bicycles and cycling safety equipment under the Cycle to Work Scheme will not be administered through a voucher based Cycle to Work system. In addition the Authority may purchase bicycles and cycling equipment for operational purposes from the potential provider. This framework will be available to Authorities that are members of the GLA group (The Greater London Authority, London Development Agency, Metropolitan Police Authority and the Transport for London). The successful Contractor will be required to pro-actively work with the MOD in the management of the various waste streams to identify, where possible, resource streams to generate income to either be shared between the Contractor and the MOD, or to result towards a cost neutral or better or other innovative solution. In addition to operating in accordance with all the relevant legislative requirements and MOD policies, the appointed Contractor will be required to work in conjunction with the MOD, to meet as a minimum the Sustainable Development in Government's (SDIG) targets for waste reduction and recovery. This will include the desire for MOD to become a zero to waste landfill organisation.
