Framework: printing services. Introduction: Scarborough Borough Council has partnered with Selby/Ryedale District Councils and Scarborough & North East Yorkshire Health Care to create what is a fairly comprehensive list of print requirements. We are therefore looking for a wide range of print suppliers, with proven track records, to meet our requirements over the next 4 years. Background: Scarborough Borough Council (SBC) set up its first printing services framework back in 2006. The reason for producing our own rather than taking advantage of the NYCC framework was because of our specialist print requirements. Since the Borough of Scarborough includes 3 seaside resorts, there are therefore a number of theatres each requiring events posters, brochures and flyers, we also have numerous rides and activities which require roll tickets. Another reason for the print diversity is because we have tried to include all SBC's print requirements rather than allow departments to make their own arrangements. The recent Central Government initiative, total place, encourages all public sector bodies to work together to share costs and generate combined savings. With this in mind, and with a genuine desire to form a working relationship with other like minded organisations, we have extended the framework to include Selby and Ryedale District Councils and Scarborough & North East Yorkshire Health Care. We have also left the door open to allow any other North Yorkshire local authority or public sector body to come onboard. All print orders for SBC will be placed by our in-house print facility, Print Plus, who will also put together the specifications for any new requirements. All orders for Scarborough & North East Yorkshire Health Care will be placed exclusively by their Procurement Division. Selby and Ryedale have appointed a select number of officers to purchase their print. Because of our wide range of requirements, we have broken the framework into thirteen categories; each category is then broken down into lots. You will be asked to select those categories which are of interest to you, then to bid on at least 50 % of the items within your selected categories. We will look to award each category to more than one supplier and since many requirements will be bespoke (additional to those listed), if you are successful, you should expect to participate in a mini-bid competition (with those other successful suppliers) for this work. The estimated value of the contract, excluding VAT, for all of the printing requirements is approximately 322 000 GPB per year. This is based on 2009/2010 spend. Property Management Services Contract. The British Waterways Board (BW) seeks a service provider to provide a range of property management services on a flexible "draw down" basis as and when these are required by BW's internal Estate and Development Managers. The quantity and extent of the services required in any one year will be subject to variation as the demand will be influenced by property market conditions and economic circumstances, such that no minimum fee level can be guaranteed. The services are to be provided in respect of certain properties drawn from the BW Development and Endowment portfolios as and when required. The Development portfolio is retained for development, redevelopment or regeneration purposes and attendant capital growth, rather than maximising income from any existing tenancy arrangements. Many of these properties or sites are deliberately held vacant pending development thus requiring careful day to day management to keep them safe and secure and to minimise holding costs to BW before sale. The current development portfolio which may be subject to the proposed services consist of some 150 properties or sites and have a capital value in the region of 50 000 000 GBP. The Endowment portfolio comprises single let and multi-tenanted offices, shops, historic warehouses and industrial estates. These properties are in all commercial property sectors. The part of the current endowment portfolio which may be subject to the proposed services consist of some 100 properties and have a capital value in the region of 160 000 000 GBP. The nature of the property portfolios is unusual as many properties or sites are of significant heritage and environmental value. The proposed Property Management Services Contract is envisaged to cover only properties located in England and Wales, mainly along the canal corridors, and excludes residential property, unless the residential accommodation forms part of a larger commercial premise. It is proposed that the Service Provider will receive instructions from BW's internal Estate and Development Managers, who retain overall management control of these property portfolios. The Estate Managers cover three areas: South, Midlands and North, and the Development Managers have two areas: South and North (including the Midlands). The principal BW offices are in London, Fazeley and Leeds. Briefly, BW envisages two types of service under the Contract: — Annual Services – where a BW Manager instructs the Service Provider to supply a number of defined services on a full annual basis for a defined property or site. Annual services will include but not be limited to: general property management, vacant property management, rental collection and service charge management. It is anticipated that the "annual" services will be priced upon an annual fixed fee basis, — Discretionary services - where a BW Manager instructs the Service Provider to supply a specific and defined service in respect of an event or requirement relating to one of the properties, for example, the undertaking of a rent review or lease renewal, the letting or reletting of the property, the provision of Building Surveying services to undertake Health and Safety inspections, statutory equipment inspections or the preparation of a Schedule of Dilapidation or Condition. These services will be selected from a catalogue of defined services for which a fixed pricing schedule is likely to be set down from the outset (subject to review from time to time if considered appropriate by BW). It is further envisaged that such instructions to procure the defined services will be given using a standardised procedure set down within the contract. The anticipated duration of the contract will be for a term of five (5) years, subject to a review at the end of the first year and third year of the term. Earl Street Campus redevlopment. Following cessation of the LSC Capital Funding Programme in June 2009, Stafford College Developed proposals for a new build project at their Earl Street Campus. The project involves demolition of an existing link and workshop building to facilitate construction of a new build 5 200 sqm three storey building to house a new LRC, ICT, catering and beauty provision. The building abuts the colleges grade II listed tenterbanks building and develops the colleges external courtyard area to provide enhanced external space for the benefit of both students and staff. The proposal restricts vehicular access to delivery and servicing only to the inner couryard area, and provides improved pedestrian links and visibility into the campus from the adjacent broad street roundabout. College governors approved the RIBA stage C design scheme in July 2010 and gave approval for the existing design team to further develop RIBA stage D proposals to allow submission of a robust town planning approval for the project. UK-East Kilbride: evaluation manager for Poverty impact fund (PIF) and Partnership programme arrangements (PPAS). The Department for International Development (DFID) is seeking to appoint an Evaluation Manager to provide evaluation guidance to its Poverty impact fund (PIF) and Programme partnership arrangements (PPAs). The PIF is a new competitive fund, worth approximately 40 000 000 GBP/year for 3 years, to support civil society organisations in achieving the millennium development goals in poor countries. A new application round for PPA funding from April 2011 to March 2014 is underway. New PPAs will need measurable performance frameworks to link funding to performance over the 3 year PPA period. DFID expects to allocate 120 000 000 GBP/year to PPAs, (including 20 000 000 GBP for conflict, security and justice, and humanitarian priorities).
