EC/0449/Aquatics Systems. Introduction. 1. The University of Edinburgh (The Buyer) invites competitive tenders for the supply, installation and technical services in relation to Aquatics Systems for the Queen's Medical Research Institute (QMRI) and other University projects from January 2010 up until January 2014. 2. The QMRI project is to be equipped on a phased basis as funding becomes available from external sources. Additionally, other "ad hoc" University of Edinburgh projects may also use the framework if deemed technically suitable, once the detailed requirement of these projects is known. 3. The University intends to arrange a Framework contract that will allow each phase of the QMRI Aquatics project to be tendered through a mini tender process over the four years of the framework. It is envisaged that the QMRI project will be quipped over 3 phases and the total value of the Aquatics systems is circa 600 000,00 GBP based on our current plans and cost estimates. The University cannot guarantee that full funding will be realised and that all planned purchases will be fulfilled. 4. At this stage of the process the equipment specifications are indicative and for guidance only. Building designs are not available until after the short listing process is completed and the Invitation to Tender has been issued. 5. Equipment requirement: A Aquatics multi-rack aquaria with dedicated life support system for approximately 3 000 self-cleaning fish tanks, to be housed in three designated rooms. The life support system will have water quality monitoring and control and may be housed in a designated plant room, with easy maintenance access. Fish tanks will have individual water flow regulation. Maximum fish–holding capacity is sought, with an overall ergonomic and user-friendly design for the facility. The Tenderer shall carry out End User training during the early stages of occupation of the building and this will be repeated at 12 months if necessary. It is envisaged that this will require a number of days at commissioning but single days will only be required at subsequent sessions. 6. Related Services The Tenderers shall also be required to provide a range of services including Project Management, CAD designs, logistics, installation, final connections to services, commissioning, validation, training, warranty and service back up for the equipment supplied. Tenderers may need to sub contract final connections to qualified and experienced trades persons if they do not have their own suitably qualified staff. Tenderers that opt to subcontract or assign substantial parts of the contract must disclosed this during Stage 1. 7. This tender will follow a restricted procedure as explained below: — first stage; Pre qualification stage which will require Tenderers to complete questionnaires as contained within or supplied with this document, — selection: by using the results from the questionnaires, Tenderers will be short listed, — second stage; Invitation to Tender (setting up the frame work) only short listed suppliers shall be issued with the ITT document. Framework awards shall be made based on the tender offers made in the second stage, — mini competitions shall finally be used to award each phase of the QMRI as will ad hoc projects. Only those Tenderers on the framework will asked to participate in mini competitions. 8. Low value purchases for aquatics equipment and/or related consumables will not be conducted through the mini tender process. University policy for low value orders shall prevail in these circumstances. 9. The restricted process has been adopted to ensure only Tenderers that have the capacity to supply and install the equipment then provide on going service back up to the highest standard, are short listed to provide tender offers and to be considered for the framework. Provision of pre-packed food. The Scottish Prison Service (SPS) is an Agency of the Scottish Government Justice Department and currently operates sites across Scotland. In addition to the prison establishments, the SPS also operates a college, a central store and an administrative headquarters building. The SPS prison establishments provide 3 meals per day, 365 days per annum. The SPS college training facility, near Falkirk, provides catering for staff and visitors.
