Study on precarious work and social rights. The objective of the contract is to study how Member States have responded to the social and economic issues raised by increasing precariousness in employment relationships while at the same time pursuing the flexibilisation of labour markets. The study should also help to develop a clearer concept of precariousness in work contracts and an identification of what could constitute a floor of basic (social) rights for all workers regardless of their employment contract. The study shall deal with a vast range of precarious forms of work, in particular part-time work, fixed-term work, temporary agency work, zero-hour work, on-call work and non-subordinate forms of work carrying some form of economic dependence. It shall also include in its scope undeclared work and 'bogus' self-employment. Stoke-on-Trent City Council is inviting tenders from suitably qualified and experienced contractors to undertake minor construction and landscaping schemes on a call-off basis throughout the City. Works may include construction or improvement works, on or off highway, soft and hard landscaping and bridge maintenance schemes generally ranging from about 5 000 GBP to 800 000 GBP in value. Exclusivity of work suitable for this arrangement is not offered. Based on historical data and projections, the Council anticipate the successful Contractor may be offered 30 to 40 schemes with a total value of up to 2 500 000 GBP per annum. The Council may issue additional orders within this contract for high quality public realm works, and traffic management schemes, ranging in values up to £2m per annum. However, the Council offers no guarantee that any work will be instructed or that any work instructed will be continuous or evenly distributed throughout the contract. The completed units which meet the authority's requirements will be purchased by an SPV created by the SFT, the local authority and the developer. In each case property management and maintenance services will be delivered to the tenants by the developer or a nominated and approved sub-contractor. Each developer will deliver these services in respect of their own completed houses for a 5 - 10 year period.
