Quality Measurement of Transit Time, Priority and First Class Mail. Norway Post is obliged by public licencing terms to use an independent third party in measurement of the quality of transit time of end-to-end services for single piece priority mail and first class mail. Measurement results are to be reported quarterly to the Ministry of Transport and Communications. We will now enter into a contract with a third party as mentioned. Transit time is measured with the use of panels (in accordance with EU standard ICS 03.240 (publicly available document). The supplier shall recruit and maintain a panel, conduct the research, and report findings on a weekly basis. Supplier must also ensure the quality and statistical validity of the findings and the way the panel at any time is operated. The supplier shall pack and distribute all test letters to be sent and received by the panel, RFID brackets included (as of to day 140 000 letters per annum, sent from and received at locations all over Norway). RFID brackets and measuring equipment are delivered by Norway Post. The procurement does not include the delivery of IT software.
