UK-Chester: landfill management services
Closed landfill sites monitoring. The Cheshire Joint Waste Team, on behalf of Cheshire East and Cheshire West and Chester Councils, have appointed a contractor to provide environmental monitoring and management services for 12 historic closed (dilute and disperse) landfills located within the 2 authority boundaries. Others may be added during the course of the contract. The closed landfills are not subject to regulation by the Environment Agency, but the councils have continued with a programme of monitoring ground and surface water quality, emissions to air and levels of leachate within the historic waste masses. In addition, gas extraction and flaring systems are in use at 7 of the 12 sites, and the successful contractor shall be required to balance the gas fields to ensure optimum safe gas extraction and control on these sites. Weekly checks of the flare system shall be required. Although maintenance and servicing of the flares shall not initially form part of this contract the Councils may decide to add this at some future point in the contract. The contractor shall be expected to be able to offer ancillary services in support of the management of the closed landfill sites, which may include but not be limited to landscape works to ensure safe access to monitoring points, ad hoc repairs to gas field infrastructure, annual inspections to ensure compliance with DSEAR Regulations and works to ensure the continued security of monitoring and extraction infrastructure.
