The purpose of this study is to investigate how work-based learning that focuses on the acquisition of key competences can contribute to getting low-skilled unemployed adults back into the labour market. The main objectives are: — to analyse the existence and effectiveness of such work-based learning programmes, and the extent to which they are used in national unemployment policies, — to analyse the actual and potential design of such programmes, taking particularly into account the key competences (to be) addressed, the specific target group and the concepts of work-based learning (to be) used, — to identify future research needs and to provide some key messages for policy- and decision-makers and for those who design and implement such programmes. Assisting the Commission in its work under the Auctioning Regulation in particular with respect to the joint procurement of common auction platform(s), associated clearing/settlement system(s) and the single auction monitor by the Commission and the Member States. One of the important changes resulting from the 2008 revision of Directive 2003/87/EC (the 'ETS Directive') was to make auctioning the main method for allocating emission allowances. Pursuant to Articles 3d(3) and 10(4) of the revised Directive the Commission adopted a Regulation on the auctioning of emission allowances (hereinafter 'Auctioning Regulation'). It was published in the OJ L 302, 18.11.2010, p. 1. Further information is available on http://ec.europa.eu/clima/policies/ets/auctioning_third_en.htm The Auctioning Regulation provides, inter alia, for: — the appointment of common auction platforms (CAPs) on the basis of a competitive tender process conducted by the Commission jointly with Member States pursuant to a joint procurement procedure under Regulation No 1605/2002 and Regulation No 2342/2002. 24 Member States will make use of them, — a possibility for Member States to opt out of the common auction platform and appoint auction platforms 'of their own'. Germany, Poland and the United Kingdom informed the Commission of their intention to make use of this opt-out possibility and the deadline foreseen in the Regulation for informing the Commission of any such intention has expired. These Member States have to notify the details of their auction platforms to the Commission and these platforms are to be listed in Annex III to the Regulation together with any appropriate conditions to safeguard their proper functioning and adequate coordination between different auction platforms, — auctioning of spot allowances (delivery within 5 working days) as a rule. However, since delivery of allowances requires prior amendments to the Registry Regulation and adjustments to the IT infrastructure of the Single Union Registry, the Auctioning Regulation provides also for the possibility to auction 'forwards' and 'futures' on a transitional basis. This possibility is currently under discussion between the Commission and Member States in the context of the amendment to the Auctioning Regulation to determine the volume of 'early auctions', — the appointment of a single auction monitor (SAM) to monitor all auctions on all auction platforms pursuant to a similar joint procurement procedure. The Member States and the Commission are to agree 2 Joint Procurement Agreements (JPAs), one with respect to the CAPs, another with respect to the SAM, to determine the rules for the implementation of the joint procurement procedures by the Commission and the (participating) Member States. The objective of this contract is in particular to procure legal, economic, financial and accountancy services to assist the Commission with regard to the joint procurement of the CAPs and the SAM and with regard to the Commission's assessment of auction platforms proposed by Germany, Poland and the UK. The contractor will need to have legal, economic and financial experience, including experience with advising clients as regards complex procurement processes and public procurement; exchanges' trading arrangements, including assessment of fee structures and costs inherent to the conditions relating to settlement, delivery and collateral; contractual relationships between exchanges and clearing houses and settlement systems connected to them; the regulatory framework relevant for auctioning and trading financial instruments. Determining which key industrial capabilities must be preserved or developed in Europe is identified as a key task in EDA's strategy for the European Defence Technological and Industrial Base (EDTIB). The aim is to determine the measures necessary to maintain or develop a capability-driven, competitive and competent EDTIB, able to meet the operational requirements of the European armed forces in the future, safeguarding appropriate European non-dependence. With the initial work well under way in other areas such as the future air systems and ammunition, EDA now will focus its work on the land sector. The aim of the study is to prepare a future land systems (FLS) — existing, upgraded or even innovative future systems — roadmap, identifying the key industrial capabilities (technologies, processes and skills) in the land sector of the European Defence Technological and Industrial Base (EDTIB). World Class Competition Hockey Pitches Framework. The Contracting Authority has procured a design and build agreement to provide hockey pitches for training, competition and legacy venues at various locations and for various projects. The Contracting Authority has awarded the agreement to a single entity. The framework shall remain in place for a period of four years following the date on which the supplier is appointed. The pitches to be procured will be based on a common, approved specification in order to comply with the pitch requirements stipulated by the International Hockey Federation (FIH) meeting the requirements of a World Level competition (i.e. Olympic Games, World Cup, Junior World Cup, Champions Trophy and related Qualifying Tournaments) hockey pitch and being supplied by an FIH licensed manufacturer / supplier. A Performance Specification has been developed for the hockey pitches to meet the required standards which can be applied to each of the requirements. The FIH website (www.worldhockey.org) provides details of the role of the FIH in regulating World Level events, the current World Level events and how to gain FIH licenses. An overview of the general requirements are provided below. — supply and installation of world class hockey pitches befitting the highest level competition in the hockey calendar and that meet the fih class 1 global pitch criteria (pitch supplier must be a current fih license holder in the "global unfilled" category), — playing characteristics that support high levels of speed and uniformity of ball movement within the parameters of the fih class 1 global pitch criteria, — uniformity of playing surface and playing characteristics across all the pitches regardless of venue, — maintenance and protection of the pitches from installation, to support the consistency of the playing surface over extended periods and with heightened levels of maintenance at key times such as after test events and during the games or other hosted competitions, — capability to supply, install and maintain additional pitch lighting to meet specified lux levels, — groundworks associated with pitch installation, including sub-bases, irrigation systems (including where required temporary irrigation) and drainage systems, — options to lift a used pitch following competition and relocate to an alternative venue, plus associated groundworks at the alternative venue and achieve fih class 1 global pitch criteria, — the application of any necessary protective materials to maintain the look, quality and performance specification of the pitches following installation while other works are being carried in the environ, — the application of both temporary and permanent 'look' to pitch surrounds, — the temporary relining of pitches to support paralympic 5 and 7-a-side football and temporary covering of existing hockey lines where required, — the removal of 5 a–side temporary lines, making good the surface for 7 a-side football competition and the re-application of 5 a-side lines within a 24 hour period on a rolling cycle, — support in the testing and development of solutions to prevent any damage to the surface through the use of 5 a-side rebound boards on the 7 a-side field of play, — design services to progress outline designs to the level required to complete the pitch installations. The Contracting Authority may make this framework available to other entities (including the London Organising Committee of the Olympic Games) and other Contracting Authorities such as Sport England. However, no commitment of any sort is given in relation to the amount of work albeit if these entities do use this framework (or the Contracting Authority does on their behalf) then the amount of work could be increased from that currently envisaged.
