Prudential Capital Assessment Review (PCAR). In November 2011 the Government of Ireland agreed a programme of support with the EU, IMF and ECB (the "Troika") which is to cover the years 2011 to 2013. Under the terms of this programme, the Central Bank was mandated to carry out an annual review of the national banking sector, the first of which took place in H1 2011. Framework Agreement for Mechanical and Electrical Engineering Consultancy Services. The City Architect's Division of Dublin City Council administers a range of new build and refurbishment projects in residential, community and civic buildings and requires, from time to time, the services of consultant engineers to assist in achieving the annual target. Provision of Substitute Service Single Accommodation (SSSA) and Substitute Service Family Accommodation (SSFA) in the UK. Residential Property Renting or leasing services. 1. BACKGROUND: It is a condition of service that all members of the Armed Forces are provided with a satisfactory standard of accommodation by the Ministry of Defence (MoD) either at, or within an appropriate distance from, their duty station. Married personnel, if serving accompanied, and a limited number of other specified personnel fulfilling certain key appointments, are entitled to occupy Service Family Accommodation (SFA). Single and married, unaccompanied, personnel are entitled to Single Living Accommodation (SLA). If such accommodation is not available from MoD resources, then commercially rented property appropriate to the individual's circumstances (unfurnished, part-furnished or furnished as required) is provided. MoD currently utilises some 1 700 SSFA properties and some 4 500 SSSA properties. This requirement may be affected by various factors such as changes to larger concentrations of Service personnel in the UK and/or the restructuring of the Armed Forces and/or changes to Accommodation Policy resulting from the 2010 Strategic Defence and Security Review (SDSR); these changes may cause fluctuations in demand for SSSA and SSFA over the life of the requirement. 2. The REQUIREMENT: is to provide Service personnel in the United Kingdom (UK) with Substitute Accommodation (both Single Living Accommodation and Service Family Accommodation) found from the commercial rental market on those occasions when Service accommodation is not available, OR, where is appropriate to do so in terms of cost, and the scale and duration of requirement, to provide medium-term accommodation solutions if such provision is of greater advantage to the MoD than either Substitute Accommodation or a permanent provision; in both cases such accommodation is to optimise Value for Money on behalf of the Authority. The requirement includes but is not limited to sourcing and leasing properties; optimising value for money; showing properties to the prospective occupant; providing an interface between the landlord and the occupant; undertaking move-in, pre-move-out and move-out visits; ensuring maintenance is undertaken as necessary; payment of monthly rental fees and reclaiming the same from the Authority in arrears; assessing dilapidations; direct access by the Authority to Management Information (compatible with and accessible from the Defence Information Infrastructure). 3. OPTIONS: Options may be sought for; (a) the cost-effective delivery and management of utilities including the payment/reimbursement of utility bills; and (b) innovative solutions (e.g. cost-effective alternatives to sourcing SSSA/SSFA from the commercial rental market).
