ICT Informatics Services 2. Information technology services. Information systems or technology strategic review and planning services. Alder Hey Children's NHS Foundation Trust (AHFT) and The Liverpool Women's NHS Foundation Trust (LWFT) have developed a significant reliance upon ICT / Informatics for the provision of technical services, and both clinical and support systems. With the current economic challenges AHFT and LWFT are looking to deliver efficient, cost-effective, transformational ICT / Informatics services to their respective organisations to support clinically excellent patient care, and provide innovative technology for the new Children's Health Park build for 2014. Both AHFT and LWFT have a combined staff total of over 4 000 with 30 staff dedicated to ICT / Informatics. Both AHFT and LWFT recognise they need to improve the speed at which they can access new innovations, capabilities and technologies, while at the same time increasing ICT / Informatics flexibility and scalability. Key drivers behind the decision to look for alternative ways to deliver a transformational ICT / Informatics services to both organisations include reducing and controlling risk, continuing to reduce the overall cost of ICT / Informatics and ensuring best value for public money. The Trusts are looking to enter into a contract with a single provider for ICT / Informatics Services. This requirement will cover the following: — 24 hour service desk including all technical, hardware, software, non-clinical and clinical systems support (level 1, 2 and 3) to ITIL standards, — unified communications to include telephony, paging, bleeps and mobiles, — networking (LAN, WLAN); including firewalls, remote access VPN, web-filtering, — server / storage / backup / archive repair; engineering, support and installation to cover the entire enterprise infrastructure and data centre services, — desktop, handheld, mobile, tablet and laptop repair, engineering, support and installation, — all non-clinical and clinical software application support and maintenance as well as clinical and non-clinical contract management on the trust's behalf, — informatics (clinical systems to include document management systems and electronic patient record), — training (clinical and non-clinical systems), — ISO 9001, ISO27001, ISO14001 and BS25999 rated standards, — decommissioning of systems, software and hardware. The Trusts require the winning provider to deliver ICT / Informatics Services using best practise and to add value. The provider will also be expected to undertake transformational projects within each of the areas to increase the value for money the Trusts derive from their investment in IT. The Trusts expect the contract to be for 7 years (+ 3 year optional extension). The Trusts reserves the right to award a contract for all or part of the services listed above. The Trusts has formed the view that TUPE may apply to this contract. for the avoidance of any doubt, it is intended that this procurement process is being led by AHFT for and on behalf of itself and LWFT. UK-Bristol: Specialist Technical Advice on Corrosion Protection of Steelwork in Highway Structures including the Inspection and Testing of Paints (STACP). The Highways Agency is an Executive Agency of the Department for Transport responsible for operating, maintaining and enhancing the strategic road network in England, on behalf of the Secretary of State for Transport. The Highways Agency is a road operator responsible for managing the busiest network in Europe, carrying one-third of all road traffic and two-thirds of freight traffic in England. To drive the business forward and to contribute to economic growth, the Highways Agency has set a demanding vision to be: 'The world's leading road operator'. Operating the network more effectively lies at the heart of greater sustainability, with the smooth functioning of the road network supporting national economic recovery. The strategic road network includes motorways and dual carriageway all purpose trunk roads and single carriageway all purpose trunk roads. The Highways Agency is proposing to construct a large number of steel highway structures associated with major network enhancement and other schemes within its current network enhancement programmes. The Highways Agency is also responsible for maintaining approximately 1700 steel bridges, 2500 steel gantry type structures and many minor steel structures such as mast and lighting column structures on the strategic road network. The Highways Agency is responsible for providing the standards, specifications, guidance and advice relating to the provision and maintenance of the corrosion protection to the steelwork in these structures, revised and updated as necessary to reflect for example advances in paint technology and practices in the industry. It is necessary for the Highways Agency to undertake paint inspection and testing relating to the quality of work being undertaken, the quality and performance of corrosion protection materials and to investigate paint defects and failures. The Highways Agency is also required on occasions to provide related advice and guidance to others including the Department for Transport, standards organisations, certification bodies, manufacturers, trade organisations, specialist contractors, the Highways Agency's supply chain and other Overseeing Organisations, to promote the use of cost effective and durable protection to steel in highway structures. The Highways Agency's Structures Policy Team is responsible for all issues relating to corrosion protection of structural steelwork in Highways Agency structures, as outlined above. The Highways Agency does not have all the required specialist capability in-house to discharge these responsibilities. Summary of the required services. The objective of the required service is to provide the Highways Agency with access to the independent specialist technical advice it needs to fulfil its responsibilities relating to paints and corrosion protection of steelwork in highway structures. The range of services that are likely to be required includes but is not limited to the following: — Support the Highways Agency with the administration of its quality assurance scheme for paints and similar protective coatings (See Standard BD35 which can be found at: http://www.dft.gov.uk/ha/standards/dmrb/vol2/section4.htm). — Undertake the testing, analysis, interpretation of results, and reporting of paint samples provided from works contracts for quality assurance purposes and of other paint samples and materials provided for reasons associated with defects, performance and durability of paint materials and corrosion protection systems. — Undertake the inspection, investigation, testing, analysis and reporting of all aspects of the corrosion protection to steel in highway structures within construction sites and on the live highway network. — Provide specialist technical advice to support the Highways Agency on all technical issues relating to paints, corrosion and corrosion protection of steelwork in highway structures including promoting and supporting the development of policy, standards and specifications. — Undertake special investigations and trials relating to paint materials and the corrosion protection of steel in highway structures including all associated liaison and reporting. — Manage 2 natural weathering exposure sites, including all associated liaison and reporting. — Act as a focal point and conduit for liaison between the Highways Agency and the industrial coatings industry including representing the Highways Agency on related national standards and industry committees. UK-Warrington: repair and maintenance services
Monitoring, Maintenance, Servicing, Breakdown, Repair & Refurbishment of CHP Generators. United Utilities wishes to award a Framework Agreement for a period of 5 years with an extension provision of 2 years (1+1), 7 years in total for the servicing of their CHP engines. Organisations already working with United Utilities under any other arrangement must still respond to this PreQualification Questionnaire (PQQ) in order to be considered for inclusion in the process. United Utilities have a total of 23 CHP units consisting of reciprocating engines with outputs between 85 kWe and 340kWe. They are situated across 11 sites in the North West of England. The requirement consists of the following areas: Routine service schedules as specified by the manufacturer, maintenance and breakdown coverage of the CHP Units and all auxiliaries, routine monitoring, refurbishment of CHP units in accordance with manufacturers recommendations, reporting of servicing, material usage, hours run (EP). Routine Servicing: Routine Servicing must be undertaken to ensure full compliance with the manufacturers recommendations which will include all minor and major refurbishments / overhauls between the minimum / maximum hours required. It shall be the Suppliers responsibility to ensure that the engines are available at all times, except for agreed downtime which will be specified in the ITT. Following award of contract, the successful supplier shall be required to submit a programme of work for a following period. Maintenance and Breakdown: A comprehensive maintenance, breakdown and repair service is required, ensuring a 24 hour a day 365 days per annum cover with a response time of 6 hours from receipt of fault information. Monitoring: A dedicated system to monitor the condition of each engine (service desk) and direct the appropriate response to meet the agreed SLA for return to service, and carry out bespoke diagnostics and reporting to assess the availability, efficiency, power output and heat recovery statistics. This will include a weekly availability reporting function to agreed SLA. PPC. Provide per engine details in an annual spreadsheet report, of material usage (oil, spark plugs, filters, antifreeze, water top up, any components replaced: thermocouples, pumps, heads, liners, pistons etc), to the project manager. Waste oil movements off site will be recorded on consignment notes to the companys site operations staff. Also requirement to report monthly details of the gas consumed, heat recovered, electricity generated. All installed CHP have combustion emission limits set by the PPC legislation and local air quality regulations. There is a requirement to ensure these limits are routinely checked during servicing and measures taken to ensure compliance with the limits, and generators are prepared for an annual emissions test which is reportable to the Environment Agency.
