UK-East Kilbride: evaluation consultancy services
Evaluation of Adolescent Girls Empowerment Programme 2011-2015. The Adolescent Girls Empowerment Programme (AGEP) commenced in November 2011 and aims to empower 10 000 adolescent girls in urban and rural Zambia through acquisition of social, economic and health assets. The provision of safe spaces is an innovative approach to empowering girls. The impact of the programme is expected to be improved sexual and reproductive health for poor and vulnerable adolescent girls. The programme will be implemented in 3 phases: Inception phase (6 months), pilot phase (18 months) and scale-up phase (30 months). The programme includes a longitudinal study to monitor processes, outcomes and impact. While evidence suggests that the safe spaces approach builds a range of assets and has a positive effect on intermediate factors, the impact on girls' empowerment or sexual and reproductive health outcomes is unknown. There is also little evidence which compares the safe spaces model with other programmes which empower girls to compare cost effectiveness. An Independent evaluation is required to conduct a series of evaluations to learning lessons directly from programme implementation, to assess impact and cost effectiveness related to different aspects of the safe spaces model. The evaluation will also compare the safe spaces model with other interventions related to empowering adolescent girls. CPV: 79419000. ...
