B-Brussels: assessment of CO2 storage potential in Europe
Assessment of CO2 storage potential in Europe. The purpose of the study is to populate a CO2 storage sites database, to be hosted by the Commission, with reliable data in a harmonised format. In more detail, the scope of the study is as follows: (i) to propose and agree with Commission's Joint Research Centre (JRC) a set of parameters of data to be held in the EU database for the purpose of policy making (e.g. description of location, geologic characteristics, temperature, pressure, porosity, permeability, faulting, dimensions, depth, etc.). This should take into account results obtained from previous and ongoing projects on CO2 storage sites. To the extent possible, both saline aquifers and depleting/depleted hydrocarbon fields should be included. The proposed specification should also take into account the fact that the European Commission by no means wishes to acquire and subsequently release data that is commercially sensitive; (ii) to provide storage data meeting the harmonised specifications resulting from (i). The geographical coverage of the data provided should be the EU-27 and Norway. Data on Switzerland, western Balkans and Ukraine as well as the inclusion of data from countries that have not yet been covered by European projects is not an essential core task but provision of such additional data would be considered favourably; (iii) to propose harmonised methodologies and formulas for assessing storage capacity taking into consideration the recommendations and limitations arising from previous and ongoing projects on CO2 storage in Europe and North America (e.g. 'Carbon Sequestration Atlas' of US and Canada); (iv) to provide storage capacities to be included in the database, based on the data and methodology resulting from (ii) and (iii). Study on the security risks related to the handling of large amounts of pyrotechnic articles and on ways to mitigate these risks. The present study must explore the existing approach and legislation in the Member States concerning the handling of large amounts of pyrotechnic articles and provide possible policy initiatives at EU level that could lead to an efficient and proportionate security risk reduction resulting from handling of large amounts of pyrotechnic articles. The study must be conducted in the light of the Commission's policy in the fight against terrorism and more specifically that of preventing the use of explosives by criminals and terrorists to harm and kill human beings and to cause damage to property and economic disruption. The overall objective of the study is to give an overview of existing national policies and practices in the area of handling large amounts of pyrotechnic articles, and to explore areas where possible policy initiatives at EU level would have added value in terms of enhancing security. Such EU policy initiatives could range from soft measures, such as self-regulation or codes of conduct, to full harmonisation. Assistance and technical support for the evaluation of LIFE+ proposals. The overall objective of this framework contract is to provide the following services to the European Commission (Environment DG): — assistance and technical support for the evaluation and revision of the proposals submitted under the last 2 annual calls for action grants under LIFE+, which are expected to be published in early 2012 and 2013, — assistance and technical support for the evaluation and revision of proposals submitted under the last annual call for operating grants for European environmental NGOs under LIFE+, which is expected to be published in early autumn 2012.
