Framework contracts for services related to offering capacity to design, plan, conduct and evaluate Community civil protection mechanism courses (7 lots). The purpose of this call for tenders is to design, plan, conduct and evaluate training courses for personnel deployable in the civil protection field, appointed by the participating countries of the civil protection mechanism according to Articles 4 and 5 of the Council Decision No 2007/779/EC, Euratom. The training courses will be conducted on a yearly cycle starting May/June until May/June the following year. The overall objective of this call for tender is to create synergies between the different civil protection training centres in the Member States, in order to ensure diversity of the civil protection training programme. The building of such a stronger, more comprehensive, better coordinated and more efficient civil protection training programme can best be achieved through cross-border cooperation between the different training providers. This cross-border cooperation in training will increase the preparedness level in the Member States in case of a major emergency and will better prepare civil protection personnel and experts in cross-border emergencies. Assessment of scenarios and options towards a resource-efficient Europe. The objective of this study contract is twofold: to provide the Commission with technical assistance to: (i) identify inefficient uses of resources that cut across different sectors and policy areas at meso- and macroeconomic level (with particular emphasis on areas described under 'Concept' and 'Scope' of the specifications, so including the indirect impacts within the scope of 'inefficient use'); (ii) quantitatively assess the potentials for and effects of efficiency improvements within systems or resulting from single changes in resource use, where possible, in the time-frame up until 2050 and with intermediate steps for 2020 and 2030, while paying attention to implications for the EU and for Member States. This assessment should include, e.g. competitiveness, structural changes and employment issues, trade and supply risks, technological development and the environment; to develop a communication strategy and liaise with relevant organisations that are active in the field of resource-efficiency assessments to facilitate information exchange and peer-reviewing of work under this contract. To achieve this objective, the contract should deliver ways to emphasise the interactions between resource uses — and then clearly indicate the indirect resource impacts of direct changes in resource use, and analysis of the indirect effects through the economic system.
