UK-Normanton: cleaning products
"Liquid hygiene and cleaning consumables (alcohol hand rub liquid soap and neutral detergent) for the Pandemic Influenza Preparedness Programme (PIPP)". As part of the Pandemic Influenza Preparedness Programme the Department of Health and the NHS Business Services Authority (BSA) wish to procure an emergency stockpile of liquid hygiene and cleaning consumables (LHCC) to be distributed in the event of a pandemic flu outbreak or any other health related emergency in the United Kingdom and NHS Supply Chain has been appointed to conduct the procurement under the Open procedure of The Public Contracts Regulations 2006. The LHCC form part of a suite of infection control measures to minimise exposure to and reduce the transmission viruses within healthcare settings. Under this procurement the following lots will be procured: Lot 1 – Alcohol hand rub (approximate size 500 ml although sizes tendered between 350 ml - 600 ml will be acceptable) - volume 246 117 litres plus or minus 10 % volume. Lot 2 – Liquid hand soap (size 800 ml – 1 200 ml) – volume 268 627 litres plus or minus 10 %. Lot 3 – Neutral detergent (sizes should be tendered for either 1 litre or 5 litre) – volume 369 995 litres plus or minus 10 %. The purpose of the contract is to ensure there is a stockpile of these LHCC that will only be distributed in the case of a pandemic or any other health related emergency throughout the lifetime of the contract. The LHCC stock will be delivered by the supplier to a DHL (or other nominated) Depot for deep storage across a number of locations in the UK in but not limited to Yorkshire Oxfordshire Warwickshire Cambridgeshire Leicestershire Lancashire Suffolk Derbyshire Northern Ireland Scotland and Wales. In the event of a pandemic or any other health related emergency the LHCC stock will be distributed by NHS Supply Chain on the instructions of the Department of Health. It is important to note that this procurement is for LHCC products to be held in deep storage. Deep storage is defined as products which are stored in pallets in standard racking for the duration of their shelf life. The product will only be issued in the event of a flu pandemic or any other related health emergency declared by the UK government and therefore product packaging and pallet must be capable of being stored for its stated shelf life and be capable of being issued at any point from receipt to shelf life expiry date. Therefore the requirements are different from NHS Supply Chain business as usual arrangements. The NHS. 111 telephone number will eventually replace the NHS Direct number when it is rolled out nationally by April 2013. The NHS 111 service will be procured for the Yorkshire and Humber region covering a population of approx 5 500 000 people. The NHS 111 service will need to be available 24 hours a day, 7 days a week and 365 days a year (366 days in each leap year) to respond to people's health and social care needs when: — it is not a life-threatening situation, and therefore is less urgent than a 999 call, — the patient does not have a GP to call or GP is not available, — the Caller feels they cannot wait and is simply unsure of which service they require, — the Caller requires health information or reassurance about what to do next. NHS 111 calls are to be answered by highly trained Advisors, supported by experienced Clinicians who assess the Caller's needs and determine the most appropriate course of action, including: — for Callers facing an emergency, dispatching an ambulance without delay, — where a face to face consultation is required, an appointment will be booked where that facility exists or the Caller will be referred to the service that has the appropriate skills and resources to meet their needs in the required timeframe, — for Callers who do not require a face to face consultation, information, advice or reassurance will be provided, — where the call is outside the scope of NHS 111, the Caller will be signposted to an appropriate alternative service. The NHS 111 Service for Yorkshire and the Humber will make it easier for the public to access urgent health and social care and will drive improvements in the way in which the NHS delivers care. It is intended that the NHS 111 service provider shall be responsible for delivering or procuring the delivery of a treatment service for patients with an out of hours urgent primary care need for patients within the West Yorkshire area, including Craven. Treatment will include relevant health promotion and self-care advice and treatment, referral and signposting, as appropriate. The service provider will deliver an appropriate treatment and or consultation service for patients who: — are referred from the NHS 111 call handling and triage element of the service, with a defined urgent primary health care need. In this instance it is anticipated that the treatment may take place over the telephone with a clinician or face to face (either in a primary care centre setting, or as a home visit) with the patients' needs and acuity determined by appropriately trained clinicians, — are referred from other services through formal pathways of care some of which are in existence and others which will be developed as part of the new service. Hull Extra Care Housing and Centre of Excellence for Dementia PFI project. Kingston Upon Hull City Council wishes to secure a private sector provider to design, build, finance and operate buildings and facilities at a number of locations/sites in the City for use as extra care housing units. The contract will be for the provision of approximately 215 units of extra care housing for social and/or affordable rent. The provider will be expected to be the landlord of the majority of the tenants and be responsible throughout the duration of the contract for the maintenance of the units and associated communal facilities, together with the provision of specified soft and hard facilities management services to the same. A small number of housing units may be retained in the ownership of Kingston Upon Hull City Council with the Council providing housing management services to those tenants. The provision of care and extra care services to the tenants and residents of the units will not form part of the project although the units will be required to be designed and operated in such a manner so as to facilitate the provision of care and extra care services by third parties.
