UK-King's Lynn: construction work
Redesign Hillington Square. The Hillington Square estate, constructed in the 1960s, comprises 320 units in 15 blocks bedsits, flats and maisonettes. The estate was transferred as part of a large scale voluntary stock transfer to the Freebridge Community Housing (FCH) in 2006 from the Borough Council Kings Lynn and West Norfolk. Approximately 56 units have been sold under the Right to Buy and therefore are owned by leaseholders. A feasibility exercise in late 2006 told FCH that refurbishment of the estate rather than complete demolition and rebuild was the only option viable. A consistent message was to improve the external environment and make it more welcoming with external spaces which could be used by residents of all ages. A design team has been established which includes, partnering advisor, architects, design consultants, structural engineers, QS and CDM co-ordinator. FCH are now looking to appoint a main contractor under a PPC 2000 to refurbish the blocks. Works will include upgrade of all services, provision of sustainable energy options were possible, all decent homes works both internal and external, appointment of subcontractors; which are likely to include removals, lift specialist, landscaping, mechanical & electrical services. It is expected that the project will be phased over 4 years, with break clauses were appropriate. The estimated value of the project is 16 000 000 GBP. Our vision of 'shaping places, creating communities and changing lives 'is embedded throughout our corporate culture as we aim to become a leading social housing group in the North East. Vela intends to enter into framework agreements to establish a panel of 3 or 4 contractors. The framework agreements will be in place for a 4-year period to cover the programme of demolitions of the Vela Group's housing stock. The Framework agreement will produce a preferred supplier and 2 or 3 approved suppliers. The Vela Group reserves the right to award work either directly to the preferred supplier without the need for further competition and or to undertake a mini competition between all framework suppliers where we feel the volumes and requirements may lend themselves to obtain better value via mini competition. Suppliers are to note that the Vela Group will use its appointed suppliers from its Asbestos Framework Agreement for the survey and removal of asbestos in relation to pre-demolition works, however if the appointed demolition suppliers to the demolition framework agreement has a dedicated asbestos arm to their organisation/group then they can also be asked to quote for asbestos survey and removal along with our appointed asbestos removal suppliers.
