UK-Leicester: medical practice and related services
Provision of Healthcare Services to HMP Gartree and HMP Stocken. NHS Leicestershire County and Rutland is seeking expressions of interest from suitably qualified and experienced providers for the provision of Healthcare Services to all prisoners at HMP Gartree and HMP Stocken, which will be tendered in two lots, one for each prison. Providers can bid to provide healthcare services to either prison or both prisons. HMP Gartree. HMP Gartree is a Category B public sector prison for adult male offenders serving life sentences. HMP Gartree is located on Gallow Field Road, Market Harborough, Leicestershire. All prisoners have been within the prison system for a significant amount of time before they transfer to HMP Gartree with the population of prisoners being drawn from all over England. The Certified Normal Accommodation (CNA) of the prison is 679 and consists of six residential wings. The prison has a relatively stable population with between 12-15 receptions or transfers per month, with the average length of stay being between four and seven years. HMP Stocken. HMP Stocken is a Category C closed training and resettlement prison for adult male offenders. HMP Stocken is located near Stretton, near Oakham, Leicestershire. The Certified Normal Accommodation (CNA) of the prison is 832. The average sentence length at HMP Stocken is approximately: — less than 4 years - 41 %, — greater than 4 years - 38 %, — life sentences - 21 %. The prison population is principally drawn from prisons in Nottingham, Leicester and Peterborough and receives approximately 25 new receptions per week. For each prison, NHS Leicestershire County and Rutland is looking to procure all of the following services from one provider or consortium of providers: — Primary Care General Practitioner (GP) Services – including Integrated Drug Treatment Services (IDTS), — Primary Care Nursing Services - including Integrated Drug Treatment Services (IDTS), — Primary Mental Health Services – including Integrated Drug Treatment Services (IDTS), — Primary Care Sexual Health Services – working closely with the secondary care sector, — Substance Misuse – including Integrated Drug Treatment Services (IDTS), — Optometry, — Physiotherapy, — Podiatry. All providers will be subject to relevant prison security clearance. Where appropriate* providers must be Care Quality Commission (CQC) registered * Providers that are required to be registered by the Care Quality Commission (CQC) as per the CQC guidance http://www.cqc.org.uk/aboutcqc.cfm. NHS Leicestershire County and Rutland will assist in the formation of consortia by creating a register of organisations interested in being part of a consortium, which will be shared with all providers on the register. Note: A Consortium could include (as an example) GP practice(s), Nursing Providers, Optometrists, Podiatrists and Physiotherapists. N.B. For the avoidance of doubt, in this instance, consortium refers to a group of individual providers formed for the purpose of this procurement and not GP commissioning consortia. Bidder Event. The project will engage with at least 50 groups and will deliver skills building along with practical initiatives through delivery of a resource allocation project. The project will involve work at local council level culminating in more collaboration and sharing of experiences at a cross council level and at a cross border level.
