NL-The Hague: research and development services and related consultancy services
Evaluation NPT and NICHE. An external review of the Netherlands Programme for Institutional Strengthening of Post-secondary Education and Training Capacity (NPT) and Capacity development in Higher Education (NICHE). The overall purpose of the evaluation is to (a) account for Netherlands funding and other inputs pro-vided for NPT in the period 2002-2010 (b) assess the efficiency of NICHE management in the period 2008-2010 and, (c) based on its findings, gain lessons for future policy development and implementa-tion. The evaluation aims to address the following key questions: 1. What were the problems that feature at the basis of NPT and NICHE and are these still valid today, if so for what reasons? 2. To what extent did NPT effectively and efficiently address the need (qualitative and quantitative) for strengthening post-secondary education in developing countries in a sustainable manner? 3. To what extent did NPT enable post-secondary training institutes in developing countries to generate the manpower needed and did this contribute to the wider aims of socio-economic development, poverty alleviation and gender equity? 4. In relation to NICHE, have (a) the principles and priorities of the Programme been trans-lated into the design of country programmes, sector programmes and project outlines and (b) have the new procedures and management set up that were introduced been ef-ficient and effective? 5. What lessons can be drawn on the basis of the findings re 1 to 3 and serve as inputs for future Netherlands policy making - against a background of changing overall develop-ment policies? The above key questions are further detailed in a series of specific Evaluation Questions (EQ), using the OECD/DAC criteria of policy relevance, effectiveness, efficiency and sustainability.
