NRA members wish to procure the services of a number of consultants and contractors to develop and refurbish new homes across eight London Boroughs: Islington, Hackney, Waltham Forest, Tower Hamlets, Enfield, Haringey, Barnet, and adjoining boroughs. Recognising the need to work with an approved supply chain that can deliver the needs of the NRA as an alliance, the member organisations wish to establish a set of frameworks for consultants that can be used by any organisation under the NRA umbrella. The framework consultants to be selected are grouped into the following lots: Lot 1: architectural services for projects over GBP 2 000 000 in value. Lot 2: architectural services for projects up to GBP 2.5 m in value. Lot 3: employers agent (including CDM-C services) for projects over GBP 2 000 000 in value. Likewise, employers agent practices can only apply for either lot 3 or lot 4 – they cannot apply for both lots. The NRA considers that this contract may be suitable for applicants that are small or medium size enterprises (SMEs). For the avoidance of any doubt, the NRA points out that no weight will be attached to whether or not a consultant is an SME in selecting economic operators to submit tenders or in assessing the most economically advantageous tender. The work includes mainly the provision of new homes including affordable rented accommodation, specialist and supported housing, low cost home ownership schemes, and a lesser element of refurbishment and housing for outright sale. The NRA intends to develop at least 600 new homes over the next four years. No specific level of work will be guaranteed to any winning bidder. The intention is to select the appropriate numbers of organisations to carry out the programme in order to achieve continuous measured improvements in collaboration with NRA members. Each project will be contracted with the individual RP, not with NRA, although the NRA may organise collective call off contracts etc. NRA members envisage a four year development programme of between 60 000 000 GBP and 80 000 000 GBP. Successful consultants will be required to enter into the NRA's framework agreement and, for individual projects, standard terms and conditions for consultants.
