GEMS 4. General management consultancy services. DFID wishes to engage a Service Provider (SP) to manage the 4th component of its growth and employment in States project in Nigeria. "GEMS 4" will focus on support to the Nigerian wholesale and retail sector to increase income and employment opportunities, especially for the poor. GEMS 1-3 (meat & leather, construction and business environment reform) have been operational since April 2010, while GEMS 5-7 (entertainment, ICT and hospitality) will be funded by a World Bank loan currently awaiting final approvals. The SP will deliver technical and advisory assistance, day-to-day management support, and the management and disbursement of grant fund's, overseeing implementation for the full life of the GEMS 4 contract.
