E-Barcelona: high heat flux test facility for in-vessel components
High heat flux test facility for in-vessel components. This procedure concerns the provision (possibly design, procurement and commissioning or alternatively the upgrade of an existing facility) of a high heat flux (HHF) test facility for ITER in-vessel components (IVC), principally the blanket first wall (FW) panels. Additional IV components may also be tested including the divertor inner vertical targets and ICRF antenna screens. The services concern: Initially, this facility will be dedicated to the series acceptance tests of the IVC which are part of the EU contribution to the ITER project. In the first phase of the contract (task 1), the supplier shall, based on a conceptual design elaborated during the bidding phase (competitive dialogue), prepare a technical specification for the test facility. In the second phase of the contract (task 2), the supplier shall procure the necessary parts and qualify the test facility. Typical parameters of the HHF tests of the IVCs (which will be carried out in the third phase of the contract) are given in the appendixes as the basis for the conceptual design and cost of the facility as well as the subsequent cost evaluation for the IVC's HHF tests. Deliveries are foreseen within 3 months from placement of the contract for the detailed technical specification, within 16 months, for procurement/delivery of the facility and within 18 months for the commissioning. The existing contract expires 31.3.2012 therefore NEPO needs to procure and implement a replacement solution before the end of the current contract. Due to time pressures and to minimise the risks of not having a solution, NEPO will not consider a bespoke development and does not expect that further development work will be required in order to meet the specification within the tender. NEPO instead requires a solution that: — Is readily available and active within the market but can be implemented in stages, — Includes an "off the shelf", fully integrated web based software product offering a comprehensive suite of e-procurement functionality encompassing the complete procurement cycle, — Includes an "off the shelf" customisable web portal accessible to members and suppliers and fully configurable.
