Provision of a community alarm call handling service. The 24 hour community alarm call handling service has been provided by Central Bedfordshire Councils Housing Service for many years. It is currently provided from a call centre based in one of our sheltered housing schemes in Dunstable. There is a dedicated team of 5 FTE & 2.5 relief call handling staff, this does not include management of the service. There are presently around 1 700 households connected to the service, although this fluctuates as people opt in or out of the service. In addition there is 1 scheme manager post at Red House Court that only covers this site and 12 (FTE) Sheltered Housing Officers tha cover all sheltered schemes. This contract will include an option for an out of hours calls handling service which will be available to all departments through out the Council on a 24 hour basis, recipients of the service can activate an alarm by either pulling a cord (hard wired) or via a pendant alarm (dispersed). The service is offered irrespective of tenure. Although the age group is predominantly elderly and caters for a range of vulnerabilities. The council is presently upgrading the systems to Meet technological developments under BT21 by 2011. The service was accredited under the TSA standard and is well regarded by the customers. A comprehensive consultation exercise was undertaken in 2009 and customers valued the reassurance that having staff on hand day or night provided in addition to the contract requirements there is an expectation that any future provider of the community alarm call handling service would be able to link into county wide initiatives/procurements in this service sector. Central Bedfordshire Council is seeking to award an initial 5 year contract to a contractor who can demonstrate an innovative approach to maintaining or exceeding current service levels whilst addressing and reducing the ongoing costs of the service provision.
