11.CAP.OP.166 — framework contract for continuous collection and analysis of open source defence and military capabilities data. 1. 'Continuous compilation and statistical analysis of data': Continuous analysis of available data (open source) and evaluation along central categories for general economic and fiscal context, military capabilities as well as defence industrial and technological base for all 27 EU MSs. The contractor will have to deliver biannual (end of May and end of November) reports on new developments in these central categories, visible trends and their predictive stability along the overall period of reporting. Reports are to include a PowerPoint executive summary. 2. 'Predictive analysis': Going beyond a pure description of past events and enabling proactive policy recommendations, the analysis needs to identify trends and mechanisms which could then allow for some preliminary estimates on future scenarios and recommendations based on these assessments. The work needs to focus on the assessment of implications for the EU's military capabilities and their industrial basis, including indications on the possibility of emerging or widening capability shortfalls and options for deepening or expanding existing or identifying new areas for collaboration; evaluation of realistic opportunities for pooling and sharing. Carrying out maintenance of the radiation-protection instrumentation of the Institute for Transuranium Elements (ITU). The maintenance contract is divided into 2 main areas. The main task involves carrying out routine maintenance and repair work on the radiometry instruments in the controlled area. This concerns contamination-measuring apparatus, which is used to determine and check alpha emitters and to comply with the appropriate contamination limits of the radiation protection regulation ('StrlSchV') (the apparatus comprises, for example, escaping-air and circulating-air monitoring facilities, low-level measuring stations in the ITU radiation-measuring laboratory, hand and footwear monitors, whole-body monitors, laboratory contamination monitors and a laundry monitor). In addition, all fixed dose rate meters for monitoring dose limits and detecting the spread of radioactive substances plus any other radiation meters must be repaired accordingly. The work includes planned maintenance as well as any necessary repair work on the relevant electronic control systems and/or electromechanical parts of measuring facilities and instruments following a fault or malfunction, including performance testing before recommissioning the apparatus.
