TEL is a privately owned technology development company exclusively developing an innovative tidal stream generator, known as DeltaStream. TEL has identified a demonstration test site at Ramsey Sound, Pembrokeshire and is in the process of obtaining the necessary consent licences to install a prototype DeltaStream device in 2011 for a 12 month test period. TEL wishes to appoint a contractor for the design, manufacture and supply of the electrical power generation and conversion equipment forming part of the prototype DeltaStream device. Purchase to pay (P2P) system. Home is seeking to appoint an organisation for the supply, configuration, deployment and implementation (and ultimately maintenance and support) of a fully automated Purchase to Pay (P2P) system. The system is expected to be able to handle the full end-to-end, requisition through to invoice payment process. Home does not currently operate a formal, automated P2P system, although does have previous experience of the purchase order module within open accounts. High level P2P information: Number of invoices processed per annum: 165 000 (PO Transactions unknown). Number of suppliers: 9 000 records in open accounts with approximately half of these being active suppliers. Anticipate registering c2,000 for P2P. Spend per annum: upwards of GBP230m. Over 80 % of expenditure is placed with Home's top 200 suppliers. The majority of Home's top 50 suppliers are engaged in housing development activities or repairs & maintenance. Number of FTEs in Accounts Payable: 19. No central ordering team in place. It is estimated that there are currently over 1 000 users who 'touch' the buying process in some way, either via direct contact with suppliers or in the checking and approving of invoices after goods and services have been received. This number is expected to be significantly reduced through process redesign and system implementation delivered by this project. Home will be aiming to introduce a greater level of control over all aspects of expenditure ensuring requisitions are raised and approved appropriately and placed with the correct supplier(s). In addition, Home intends to improve the understanding within the organisation of how and where expenditure is made. Improving visibility of expenditure via more comprehensive and informative management information reports is crucial as is ensuring timely supplier payments to take full advantage of early payment discounts or extended terms. As an organisation Home has certain complexities, including the existence of multiple companies within a group structure with differing VAT status. Orders must be placed and recorded, against the correct legal entity. There is only one Purchase Ledger but numerous companies' transactions processed via this ledger. Home undertakes project, capital expenditure in addition to day-to-day revenue transactions.
