The importance of fully exploiting the potential benefits of having capabilities that are network-enabled was acknowledged in the update of the CDP which has listed NEC as one of the 'core drivers/environment' in support of a coherent approach to capabilities development. In this context PT NEC is considering a bottom-up, pragmatic approach on NEC, with tangible and useful outcomes for the pMSs. In practical terms, many capabilities developed today — such as ISR or maritime surveillance — while fulfilling their original scope and purpose, have some common characteristics: — they are distributed over a wide geographical area, — with many actors connected, and — are based on information technology/networking developments. The common factor of these capabilities is the 'network-enabled' attribute. It would be cost-efficient that this attribute is designed and implemented in a consistent way across the whole range of individual capabilities. This technical study shall propose a set of practical and actionable guidelines for the design of this attribute of individual capabilities. This approach will improve interoperability, by facilitating the potential sharing and exchange of information amongst the capabilities. The outcome of the study will be a practical tool for use by the capability planners and developers. Amber Valley Borough Council is considering awarding a development contract to Landmark Cannon LLP to design and build a new leisure centre with an estimated capital value of 11 500 000 GBP at a site off Field Lane, Belper, Derbyshire DE56 1DE. The final decision to approve the award decision will be made by the Full Council on 28.9.2011. The contract will not be entered into until after the award decision has been made by Full Council.
