Primary Care Mental Health Service in NHS Richmond Borough. Primary Care Mental Health Service in NHS Richmond Borough. NHS South West London, Richmond Borough Team invites expressions of interest from all suitably qualified and experienced providers to deliver a primary care mental health service in the London Borough of Richmond. The primary care mental health service will provide high quality care and treatment for people aged over 18 years with an indentified mental health problem in a primary care setting. The service will provide support to GPs treating and managing patients within Richmond practices. The service has two key elements which are psychological therapies in line with Improving Access to Psychological Therapies (IAPT) and enhanced mental health support which are closely integrated. The overall primary care mental health service will also provide a gateway to specialist mental health services and will be required to work very closely with specialist mental health services as well as other community based services. The psychological therapies element will be evidence-based stepped care (where a patient can step up to more intensive treatment or step down to a less intensive treatment) provided by qualified psychological therapists in line with the national IAPT Framework and in accordance with the NICE stepped care model for the treatment of anxiety and depression. The enhanced mental health support element of the service will provide a range of interventions and support GPs to provide care for people with a mental health problem. The procurement process is aiming to be completed in February 2012 and it is envisaged that the new service will commence in April 2012. The West Midlands Ambulance Service (WMAS) NHS Trust has been awarded the contract for the provision of non-emergency patient transport taxi renal services by Wolverhampton City Primary Care Trust (PCT). This tender exercise will result in the appointment of a sub-contractor to provide these services on behalf of WMAS. The taxi renal services are to be provided to the Royal Wolverhampton Hospitals NHS Trust and the main locations to be served are: 1. Walsall Renal Unit (WS2 9XH); 2. Tipton Renal Unit (DY4 7AA); 3. New Cross Hospital (WV10 0QP); 4. Cannock Renal Unit (WS11 5XY); 5. New Renal Unit Pond Lane (WV2 1HG). Renal patients may travel from both within and outside a 12 mile radius of Wolverhampton New Cross Hospital and will need treatment on a regular basis, usually three times each week. The treatment will involve the use of a dialysis machine, and treatment therefore may take up to 5 hours, but this will depend on the condition of each patient. Treatment is undertaken over 363 days per year (the exceptions are usually Christmas Day and New Years Day), and patients are transported from their home and usually taken back to their home after treatment. UK-Bristol: statutory audit services
Audit & Related Services in England. Statutory audit services. The Audit Commission (the "Commission") has a duty to appoint auditors under Section 3 of the Audit Commission Act 1998 (the Act) to audit the accounts of those bodies referred to in Schedule 2 of the Act ("audited bodies"). This procurement is to establish contracts between the Commission and selected service providers for each of ten areas in England and through which the Commission will appoint service providers to carry out audit and related services in respect of audited bodies. About 750 audited bodies in England are currently within the scope of the procurement. The scope also includes appointments to NHS charities under section 43A of the Charities Act 1993 and (subject to legislation being considered by Parliament) audits of the proposed NHS Clinical Commissioning Groups, Police and Crime Commissioners and Chief Constables in England. The audit of accounts of probation trusts is also within scope at this stage, but this is subject to change and there is a possibility that, subject to the necessary legislative changes, these audits will transfer to the Comptroller and Auditor General before the first appointments under the contracts are made. Those audited bodies falling within Schedule 2 of the Act (and so within scope of the contracts) may also be subject to further changes during the life of the contracts. The scope of the work required as an appointed auditor may include: exercising the independent statutory responsibilities and powers of appointed auditors under the Audit Commission Act 1998, the Charities Act 1993 and the Commission's statutory Codes of Audit Practice and certifying on the Commission's behalf claims and returns for grants and subsidies paid to audited bodies by central government departments. The main responsibilities of appointed auditors under these contracts will be to review and report on the financial statements of audited bodies in England and whether those bodies have made proper arrangements to ensure economy, efficiency and effectiveness in their use of resources. Copies of the relevant Acts of Parliament and Statutory Instruments governing the work of the Commission are available in their original versions from the Office of Public Sector Information (www.opsi.gov.uk/legislation). A version of the Audit Commission Act 1998 showing amendments to date is available commercially. This procurement is to establish contracts between the Commission and selected service providers for the audit of those bodies covered by Schedule 1 to the Code of Audit Practice (the Code) for local government bodies. These are referred to in the Code as small bodies and are mainly parish and town councils and internal drainage boards. About 9 800 small bodies in England are within the scope of the procurement. The scope of the work required as an appointed auditor may include: exercising the independent statutory responsibilities and powers of appointed auditors under the Audit Commission Act and the Commission's statutory Code of Audit Practice for local government bodies and certifying on the Commission's behalf claims and returns for grants and subsidies paid to small bodies by central government departments. The main responsibilities of appointed auditors under these contracts will be to review and report on the accounting statements of small bodies in England and maintaining the electronic database of known contact details of small bodies ("data maintenance services"). Auditor appointments normally cover the period from the start of the relevant financial year (1 April) to the date the audit is certified as being closed including all necessary reports. This is normally no later than 31 December after the end of the relevant financial year (31 March). Copies of the relevant Acts of Parliament and Statutory Instruments governing the work of the Commission are available in their original versions from the Office of Public Sector Information (www.opsi.gov.uk/legislation). A version of the Audit Commission Act 1998 showing amendments to date is available commercially. The Commission has divided the audit work that is being outsourced in this procurement into 28 lots ("Lots"). Each lot covers auditor appointments with a value of up to 100 000 GBP. The contract values for each lot may range between 75 000 and 125 000 GBP a year over the life of the contract, to reflect changes in the income/expenditure of the bodies audited and the fees charged. It is the Commission's intention to make auditor appointments in such a way that all small bodies within the area of the same county council, London borough, metropolitan district or unitary authority (an "Upper-tier Authority") share the same auditor. To that end, 41 Appointment Areas have been defined. Each Appointment Area corresponds to the area of an Upper-tier Authority or of a group of adjacent Upper-tier Authorities. Information on the names of the Upper-tier Authorities in each Appointment Area and the number of small bodies within each Appointment Area can be requested from the Commission's contact point in section I.1. The minimum number of lots to be awarded to any one Potential Provider will be two. Potential Providers may apply for and be awarded up to a maximum of nine lots. Further information on the Commission's requirements is contained in the Standing Guidance for Auditors which can be requested from the Commission's contact point. Potential providers should consult the Practitioners' Guides issued by the National Association of Local Councils (NALC) and the Society of Local Council Clerks (SLCC) and by the Association of Drainage Authorities (ADA). These guides, which have been prepared in response to a demand for guidance on 'proper practices', explain the accounting practices to be followed by Local Councils and Internal Drainage Boards respectively, and set out the appropriate standard of financial reporting to be followed.
