UK - Croydon: invitation to offer for the provision of pharmacy outpatient dispensing. Pharmacy services. Croydon University Hospital wishes to develop an ongoing partnership with a third party provider to deliver outpatient pharmacy dispensing services from dedicated premises within its main retail concourse / atrium from April / May 2011. The contract is negotiable but will involve the dispensing of outpatient prescriptions for onsite collection. The third party service provider will be responsible for the procurement, storage, dispensing, distribution and delivery of medicines along with invoicing and management information. It is anticipated that medicines will be procured at NHS contract prices with contracting, product segregation and invoicing arrangements meeting the requirements of the NHS Commercial Medicines Unit (part of the procurement investment and commercial division of the Department of Health) and trust standing financial instructions. Dispensing will be compliant with statutory and professional requirements of the general pharmaceutical council with staff fully trained to undertake their roles and working within formalised standard operating procedures. Whilst the responsibility for dispensing lies with the Trust, the thirdf party provider will undertake all professional checks required to ensure that the prescription is safe and appropriate and meets the Trust prescribing policy and formulary requirements. The contracting authority is seeing to select a service partner who can re-provide energy and energy management facilities for Warrington and Halton Hospitals NHS Trust. The contract, which is anticipated to be on the basis of a design, finance, build and operate arrangement, is expected to be let for a term of 15 years (or for a minimum term of 15 years) following the date on which the installation of the plant and equipment and associated works are projected to be completed and the projected date of handover. Having regard to the requirements of the contracting authority the selected supplier will be expected to design and install such plant and equipment as may be necessary to meet those requirements. Such plant and equipment will be required to connect to existing systems and the selected supplier will be expected to consider all implications associated with this. The selected supplier will be expected to operate and maintain the plant and equipment and provide other related services (where appropriate). The selected supplier will be expected to decommission and remove existing plant and equipment which the new plant and equipment renders surplus to requirements. The selected supplier will be expected to ensure continuity of supplies and service to Warrington and Halton Hospitals NHS Foundation Trust, whether by utilising temporary plant and equipment (which the selected supplier will be expected to bring in and install) or otherwise, during the installation of new plant and equipment and transfer to the new services. The selected supplier will be expected to work with the contracting authority in maximising any grant or other funding made available by the Department of Health or from other sources, which may be available to fund (or part fund) the scheme. The selected supplier must, in delivering the energy and energy management services, be able to deliver and guarantee savings to the contracting authority over the lifetime of the contract. The selected supplier will be expected to tailor its proposals and service to produce the best savings and performance mix for the contracting authority. The entire project is to be repaid through guaranteed performance savings, with significant risk transfer. The contracting authority will consider proposals for the provision of localised facilities management service if this is appropriate and is keen to explore the opportunities for generating income/savings where the facilities or service involved will enhance the service provided by the contracting authority to patients, visitors and staff. Where not funded by NHS or similar grant or other funding, the contracting authority would prefer the project (under UK accounting standards applicable at the date of publication of this notice) to be off the balance sheet of the contracting authority. Candidates will be expected to work with the contracting authority to make the case for this under the relevant accounting reporting standards. Furthermore the contracting authority requires the contract to be a service contract, optimised to ensure maximum VAT recovery.
