Call for applications from economic operators active in the field of handling and/or transport of banknotes to take part in the future work of a task force on banknotes circulation in Belgium and to take part in a pilot project in the National Bank's branch in Mons and possibly an extension thereof to other branches in Belgium. In its capacity as the Belgian central bank, the National Bank of Belgium (hereafter referred to as "the Bank") is entrusted by law with the task of ensuring the quality of circulation of euro denominated banknotes in Belgium. It has also been given a role in the fight against counterfeiting. In the context of these general interest tasks, the Bank wishes to check the authenticity and appearance of euro banknotes in circulation in Belgium on its own machines twice a year per banknote. In order to guarantee maximum efficiency and security for all stakeholders concerned, the Bank is considering granting a limited number of operators, who meet the criteria set by the Bank and who are selected on the basis of their respective offers, the right to carry out their banknotes handling activity in an adapted and secure infrastructure set up within some of the Bank's branches, for a minimum duration currently estimated at 13 years (including a period of prior notice currently estimated at five years). This project could be implemented in three separate stages: — in November 2008, a task force was established which, after an exchange of views between the Bank and the operators involved, determined the needs and expectations in the area of banknotes handling and transport and specified the outline, conditions and implementing arrangements for the project, — the setting up of a pilot project to be carried out simultaneously in the Bank's branches in Kortrijk and in Mons, which could be operational in the course of 2012, — if the assessment of the pilot project turns out to be positive for the Bank and indicates that there is a strong enough interest among the operators, the project may then be gradually extended, from 2014 onwards, to some of the Bank's other branches. Within the context of the second phase of the above project, the Bank organised a consultation among the selected operators. This consultation led to the assignment of the branch in Kortrijk (provided that the Mons branch can also be assigned), while for the branch in Mons no assignment could be made up till date. Due to recent changes in the situation of the operators which already participate in the "task force", new operators have in addition shown interest in becoming active on the Belgian market for the transport and / or handling of banknotes. To take these important evolutions into account, the Bank calls for applications from economic operators to participate in the afore mentioned "task force", especially in view of a possible participation in the pilot project in the Mons branch and / or in a subsequent phase of the project. The findings of the "task force" as defined up till date, shall apply as point of departure for the participation in the pilot project in Mons and possibly also for a subsequent phase. The candidates' attention is drawn to the fact that the Bank reserves the right to unilaterally withdraw this notice at any time.
