Academic partner for revalidation pilot. The revalidation support team (RST) is a department of health funded body which exists to support doctors and organisations in the effective provision of medical revalidation. The academic partner will work with RST to ensure that the project findings of the piloting and testing programme are representative and that testing has been carried out to a high standard. This partner will be an academic institute enjoying national UK respect, have demonstrable experience of working with the NHS in England, and provide assurance that the evidence that informs the development of the frameworks is appropriate and can be trusted. The aims of this role will be to: — provide academic credibility to the research undertaken, — provide external scrutiny and objectivity to RST's piloting and testing work, — provide additional expertise to ensure the robustness of RST research methodology. RST is looking to secure a resource which can be separated into two distinct areas: research method and health economic expertise: — research expertise: to provide advice and expertise on RST's approach to research which incorporates an action research methodology using mixed methods and triangulation, — economic expertise: to provide pragmatic advice and expertise for the impact analysis of RST workstreams which incorporates the Department of Health's requirements for revalidation impact assessment. Processing of dry recycables and green waste processing. Scarborough Borough Council operates an alternate weekly collection service to all 56 000 households within the Borough, 8 000t of dry recyclate is collected annually [although this is expected to rise with the introduction of glass]. Approximately 7 000 homes are on a bagged service with the remaining dwellings on 240 ltr bins or communal bins. All homes receive the same recycling service of a co-mingled collection of; paper, plastic bottles, plastic packaging, card, cardboard, steel cans, aluminium cans and aerosols. The Borough Council also operates a Borough wide fortnightly garden waste service, annually 7 000 t is currently collected [52 weeks a year]. Residents can either purchase a brown 240 ltr garden waste bin or bio-poly sacks. We currently have 8 000 wheeled bins in service with 750 000 bio-poly sacks being sold annually, consideration is being given to providing all homes with a bin to increase the tonnages collected. Dry recyclate and green waste collected in the Southern portion of the Borough is taken direct to Seamer Carr [Dunslow Road, YO12 4QA] to the existing MRF and composting operations. Waste collected in the Northern part of the Borough [including the town of Whitby] is taken to the Stainsacre waste transfer station [Fairfield Way, YO22 4PU] to be bulked and transported on transfer trucks to Seamer Carr. Zero waste: Edinburgh and Midlothian (food waste treatment). The City of Edinburgh and Midlothian Councils (the partner Councils") are collaborating in 2 joint procurement exercises ("zero waste: Edinburgh and Midlothian"). This procurement is for a facility to treat food waste. It's envisaged that a further procurement exercise will follow in 2011 for the treatment of residual waste. The partner Councils are currently seeking to procure a contract with a single Contracor or Consortium for the treatment by anaerobic digestion of food waste to be collected by or on behalf of, the partner Councils. It's anticipated that the successful economic operator will be required to design, build, finance and operate the food waste facilities in accordance with their proposed solution. On that basis, it's envisaged that the contract terms will follow a design, build, finance and operate (DBFO) model. Bidders shall note that other local authorities, in particular but not limited to East Lothian Council ("the associated Councils"), have also expressed an interest in procuring food waste treatment through this procurement. The partner Councils therefore reserve the right to assign spare capacity to the associated Councils. This assignation would be by way of separate agreement between the partner Councils and the associated Councils, whose waste will then be treated as if it is food waste collected by or on behalf of, the partner Councils. The Partner Councils reserve the right not to award a contract or to cancel the procurement process at any time.
