UK-Plymouth: toll-collection services
Tamar Bridge toll collection service. The Tamar Bridge forms a vital link across the Tamar estuary between the town of Saltash in Cornwall and the city of Plymouth in Devon and is part of the A38 trunk road. The crossing is jointly owned by Cornwall Council and Plymouth City Council. Funding for the facility is principally provided through a toll charged in the Eastbound direction (Saltash to Plymouth), 24 hours a day, 365 days a year. 7 900 000 vehicles cross the facility in the tolled direction annually, accounting for their crossing with either cash or electronically through a dedicated short range communications (DSRC) tag linked to an account or a smart card. Whilst a high percentage of users pay by electronic means, a significant manned presence is still required to handle manual toll payments and deal with related operational matters. Toll collectors are deployed on the plaza to collect cash tolls, process smart card transactions and assist users with issues arising with their DSRC tags. Attendance is governed by traffic demand patterns which vary through the day, at weekends and during the summer tourist season. A toll plaza consisting of 6 booths and one automated lane exists to process transactions. It is likely that booths will be required to be manned for approximately 546 hours per week, the automated lane for approximately 85 hours per week and the ancillary cleaning services for approximately 40 hours per week. The contract requires a high calibre of personnel who have been security vetted, are fully trained in the provision of secure cash handling systems possessing excellent communication skills. The appointed supplier will be responsible for transferring cash collected to the Joint Councils representatives at the Tamar Bridge Office, along with supplying appropriate management data. Cash reconciliation, supervision of the toll plaza and traffic management on the Tamar Bridge will remain the responsibility of staff directly employed by the Joint Councils. Provison of Offsite Records Management. Records management. The Royal Berkshire NHS Foundation Trust requires a supplier to provide a secure off site storage and management of an archival system for records including medical records. This is to include the maintenance of records in accordance with specified standards including audit trails, retrieval of records on request, the storage of additional records from the Trust, destruction of records, and the maintenance of a robust operating system which may include access for Trust Staff. The Trust currently uses 3 suppliers and it is the Trusts aim to consolidate all records with one supplier. There is also a requirement for the supplier to be able to digitise records which will be listed in the tender as an option. The Trust will reserve the right to not award a contract for the digitising of records. The contract is due to start on the 1st October 2011 with the contract length being for 5 years with the option to extend for a further 2 years on a 1 plus 1 basis.
