CHA Ventures Consultant Framework Agreement 2010. Free loft and cavity wall insulation programme for Wirral. Wirral Council has a strong track record of providing affordable warmth solutions to residents in the Borough. The first Wirral Affordable Warmth Strategy was published in 2004 and updated in 2008, committing the Council to assist in the eradication of fuel poverty in line with Government targets. The Strategy provides a framework and direction for the Council and its partners until 2010 and has identified the need to continue the provision of warmer homes grants and to promote them to households in an area-based, co-ordinated manner Wirral Council has provided within the Housing Market Renewal Area free loft and cavity wall insulation to private sector homes since 2008 under the "CosyHomes" initiative. This makes use of Housing Market Renewal Initiative (HMRI) funding combined with funding from the energy companies' Carbon Emissions Reduction Target (CERT) programmes. Outside of HMRI, the Council has promoted CERT programmes direct to households in partnership with a company under the Warm Streets programme to offer the best insulation deal for households. WarmStreets ended on 31.3.2010 whilst considerable progress has been made on delivering programmes with our partners, Wirral Council has established, following the commission of Wirral's 2008 Private Sector Stock Condition Survey, major scope for installing cavity wall insulation and topping-up loft insulation. The survey showed a total of 71,930 insulation measures were required in Wirral households. Wirral Council has committed itself to ensuring 80 % of these insulation measures are installed by March 2014. The majority of current insulation activity is funded by the energy companies, however CERT funding covers only part of the insulation costs and relies heavily on households being able to fund the remaining costs of the insulation works. The most recent available data for Wirral, for 2008-09, shows that the energy companies funded 1,117 cavity wall insulation measures and 2,428 loft insulation measures in that year in the Borough. However an accelerated programme supported by the Council would increase both the take up of insulation works and CO2 savings made it is proposed that a free insulation offer is extended to the whole of the Borough's private sector households on the basis of the findings set out above, therefore we are seeking suppliers who can provide a management function for the delivery of a potential 4-year free insulation programme to provide both cavity wall and loft insulation to homes within the Wirral Council area, initially for the period 19.7.2010 to 31.3.2011 (with the option to extend annually for 3 years).
