UK-Southampton: surveying, hydrographic, oceanographic and hydrological instruments and appliances
UK-Southampton: provision of hydrographic personnel services and ancillary equipment on ETV Anglian Sovereign. The Maritime and Coastguard Agency (MCA) has a requirement to ensure that the UK continental shelf is fully surveyed under the auspices of the Civil Hydrography Programme. Comprehensive surveys of the seabed are crucial for the efficient routeing and safe navigation of all types of shipping. The results of these surveys are used for the production and correction of admiralty charts and associated navigational publications produced by the United Kingdom Hydrographic Office (UKHO). In addition to this responsibility, the MCA also provide four ocean-going tugs which patrol in critical areas around the UK in order to safeguard against marine pollution incidents which may arise from marine accidents. The MCA equipped one of these tugs (the Anglian Sovereign) with hydrographic survey equipment so that she can perform surveys during periods where she is not required for her primary intervention role. This notice details the requirements for providing survey personnel and certain ancillary equipment to operate the hydrographic capability onboard the vessel. Equipment shall include: survey computers, on-line survey software, multibeam processing software, seabed classification software, network server and removable storage device, velocity dips,tidal observation equipment, land survey equipment (for establishing tide stations). The survey team required by this notice shall enable the vessel to survey round the clock. Watch rosters for survey personnel shall be no worse than 1 in 3 (e.g. 8-hour shift and 16 hour rest). Surveys for the CHP currently require that the entire area to be surveyed is methodically sounded and that all wrecks, obstructions and shoals located, examined and the minimum depth identified. The adequacy of the relevant admiralty charts, sailing directions, list of lights and list of radio signals are to be examined and shortcomings reported. Raw field data is to be submitted once the fair records have been validated, appraised and accepted. General location: The vessel will initially be operating in Scottish waters. However, the vessel may be tasked to survey in other areas of UK waters. General depths: less than 200m. Type of Survey: Bathymetric survey for charting purposes. General Requirements Survey Standards: IHO S44 Order 1. (minimum). 30 days tidal observations (minimum) required. Examples of Minimum Accuracies (IHO S44 Order 1): Horizontal accuracy of sounding (0 - 40m) 5m (95 % confidence level). Horizontal accuracy of soundings (40 - 100m) 7m (95 % confidence level). Object detection: 2m in 0 - 40m. Primary Control: 0.1m (95 % confidence level). Levelling: 0.02m (95 % confidence level). Automatic Tidegauge heights: 0.05m (95 % confidence level). The absolute error in depth measurement, after reduction for tide should not exceed: square root of [0.5 squared + (0.009d) squared] where d is the depth of water in metres. Object detection must be clearly demonstrated. Tenderers will be required to provide technical specifications of the equipment to be used and the MCA reserve the right of approval. Personnel: Survey teams are required to include personnel with experience of dealing with large complex offshore and inshore surveys for nautical charting purposes. MCA reserve the right of approval of proposed personnel. Data Rendering. Fair reports/records are required to be rendered and include: Report of survey. Bathymetric data. Tidal data. Geodetic data. Nav system calibration data. Survey systems calibration report. Data format. Fair records/reports will be required to be rendered in approved formats.
