Contract for the Provision of a Central Management System for the Street Light Carbon Reduction Project. Gateshead Council requires a web hosted Central Management System (CMS) to remotely control and monitor the Council's street lighting and traffic sign lighting luminaires. The CMS and all associated equipment shall be approved for use under the Balancing and Settlement Code (BSC) Unmetered supplies arrangements and shall have all necessary UMSUG codes. The CMS shall accurately calculate the actual energy used and it shall utilise Dynamic Metering to allocate the unmetered consumption across the Half Hourly periods by using actual switching times reported by the CMS. The information shall be transferred to a Meter Administrator (MA) and the definition of the file that shall be used to transfer data from the CMS to the MA shall be as defined in BSCP520. The CMS shall switch and varying lighting in accordance with the recommendations of CSS document SL2/2007 and specifically Chapter 8. The CMS shall switch luminaires on and off at any time and shall vary the luminaire light output (dimming) in 1 % increments and it shall provide a constant light output throughout the life of the lamp. The CMS shall be compatible with the Councils computerised street lighting asset management system, Confirm, and shall provide reports, alerts and maintenance requirements capable of being exported automatically and manually into Confirm.
