Framework agreement, consultancy services for standardization – e-trade. Agency for Public Management and eGovernment (Difi/the Awarding Authority) is responsible for developing and implementing standardized e-trade in the Norwegian public sector. The Awarding Authority requests assistance in connection with participation in national and international standardization works and participation in national and international implementation projects. Delivery of tender: All tenders shall be delivered electronically via the Mercell portal; www.mercell.no within the tender deadline. Tenderers submitted subsequent to the tender deadline will be rejected. All questions regarding the tender shall be addressed through the communication module in Mercell. The reason for this is that all communication shall be logged. If the tenderer is not a user of Mercell, have questions in relation to functionality of the system, for instance how to submit tenders, please contact Mercell Support tel. no. +47 21018860. It is recommended that the tender is submitted well before the deadline for receipt of tenders or within 1 hour prior to this deadline. If there is additional information from the Awarding Authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. The tender will require electronic signature. The tenderer will need an electronic signature in order to verify that relevant tenderer is submitting the tender. Electronic signature will be obtainable from www.commfides.no, www.buypass.no or www.bankid.no (e.g. the tenderer's own netbankID). Attention is drawn to the fact that it can take a few days to obtain an electronic signature so it is recommended that this process is initiated ASAP.
